Activation of GAP National Headquarters
All C~P Unit Commanders
1. This will confirm previous informal memoranda regarding the transfer
o f C i v i l A i r P a t r o l t o t h e Wa r D e p a r t m e n t a n d a c t i v a t i o n o f C A P N a t i o n a l B e a d q u a r t e r s i n N e w Yo r k p u r s u a n t t o t h e f o l l o w i n g a u t h o r i t y :
_a. CAP was transferred in its entirety from the Office of Civilian
D e f e n s e t o t h e Wa r D e p a r t m e n t b y E x e c u t i v e O r d e r N O . 9 S 3 9 o f t h e P r e s i d e n t o f t h e
United States, 29 April 194S.
_b. The Commanding General, ~'Air Forces, was charged with superv i s i n g a n d d i r e c t i n g t h e o p e r a t i o n s o f C A P o n b e h a l f o f t h e S e c r e t a r y o f Wa r b y
AGO Memorandum W95-12-43, 4 May 194S.
c. The complement of officers to be assigned to National Headquarters,
C A P, w a s fi x e d b y M a n n i n g Ta b l e N o . I - S 0 0 8 , A r m y A i r F o r c e s , 1 5 M a y 1 9 4 S .

Commander were established under the supervision of the Cemman&ing General, Army
Air Forces, by A~ Regulation 30-18, 25 May 1943 and the continuance of the various
CAP operations was authorized.
e. National Headquarters, Civil Air Patrol, were activated by the
National Commander pursuant to A~ $22, 28 Nay 1948.

2. The correct address of National Headquarters a~pears on the heading
above. Note the postal zone number and use it to speed deliveries. CAP units
whose mailing addxesses now have zone numbers will report their addresses to
N a t i o n a l H e a d q u a r t e r s t h r o u g h c h a n n e l s i m m e d i a t e l y. ( S e e p a r a g r a p h 4 b e l o w. )
S . Te m p o r a r i l y , d i s t r i b u t i o n o f o r d e r s a n d i n s t r u c t i o n s f r o m t h i s B e a d quarters to the Wing9 will be sent to Wing Headquarters for redistribution to all
headquarters under each Wing Command. There will be no direct mailings o~ such
material~ to Groups, Squadrons, and Flights until our mailing lists~ are revised.
4. Each Wing will send to National Headquarters a complete mailing list
of all the headquarters under its command at onc~e in the form prescribed in previous instructions on mailing lis~s.
6. All orders, directives, memoranda, and instructions heretofore issued
by C~P National HeadQuarters both before and after the transfer to the ~ar Department will remain in effect except those rescinded or declared obsolete,
6, SAP identification cards issued on the 0CD form will remain valid
evidence of enlistment in CAP until further notice.
7, CAP units will identify letterheads and bulletins by the correct name
and address of the unit (CAP Rules 09) and may use the words "An Auxiliary of the
Army ~iz Forces". Do not otherwise use the words "Army Air Forces"; ~do not use
