1 . To e x t e n d t h e o p p o r t u n i t i e s f o r s e r v i c e i n C i v i l A i r P a t r o l t o y o u n g
people of the United States, there is hsreby authorized within the scope of Administrative Order No. 23 of the Office of Civilian Defense establishin~ the Civil
Air Patrol, a grade of membership to be designated as "Cadet" which will be junior
to regular membership in Civil Air Patrol.
2. Membership as Civil Air Patrol Cadets (CAPC) will be limitsd to
students in good scholastic standing in the last or next to the last year of s~nior
high school who are native-born Americans whose parents moot the citizenship req u i r e m e n t s f o r m e m b e r s h i p i n C A P, A l l c a d e t s m u s t b e p h y s i c a l l y fi t .

~rogular membership of CAP in that area. Each male memb~r may sponsor for membership in CAP0 the young man of his acquaintance he thinks most likely to succeed in
aviation ,~nd tho sponsoring member will be personally responsible for the training

of CAPC end for each Flight of C~*~, a counterpart Flight of CJ~C. The composition,
training, ~nnd operations of Cf~C units will bc governed by the same directives used
by CJ~, except that cadets will not be assigned to flying duties, ~md except as
modified by CAPC directiw~s issued by CI~ National Headquarters.
4. General direction of each CAPC unit will be by the Commanding Officer
of its parent CAP unit but the cadets will manage their o~m affairs to the fullest
extent consistent with good results. On formation of a OAPC unit, provisional
command officers will be appointei by the CAP unit commander and training will sta~
a t o n c e . W h e n t h e C A P C u n i t h a s p r o g r e s s e d s u f fi c i e n t l y, i t w i l l e l e c t i t s
-o~and and staff officers to be confirmed by the CAP umit commander and will fill
"~-~ubsequent vacnncies by election. At the option of the parent CAP unit, drill,
classes, ~nd field exercises may be hold separately from or combined with those of
CAP.
5. Applications for membership will be executed in duplicate on the form
attached hereto end will be accompanied by three full-face passport photos of the
applic~mt, l~II x l~". The parent CAP Squadron, or the Flight in a community organized ~nder a Plight Command, will receive one copy of the application and one
photograph; ,the C~PC unit will retain the other copy and one photograph; and the
third photograph will be attached to the cadetls identification card to be issued
b y t h e C A P u n i t c o m m a n d e r. O n c o m p l e t i n g b a s i c C A P g r o u n d t r a i n i n g ~ n d o n g r a d u a t i n g f r o m h i g h s c h o o l c a d e t s w i l l b e e l i g i b l e f o r f u l l m e m b e r s h i p i n C A P.
S. The uniform of CAPC will be: plain khaki shirt without shoulder
loops; black tie; khaki trousers, or khaki skirt for girls; belt with plain buckle
t a n s o c k s ; p l a i n t a n s h o e s ; a n d o v e r s e a s c a p p r e s c r i b e d f o r C A P. A n y s u i t a b l e
outer garment may be worn. Insignia similar to those of CAP will be specified.
Every Squadron and Flight of CAP is urged to take prompt a~ in organizing a
counterpart unit for the young people of its community~
