2. The service record ~d ideztlficatio~ c~ of e~.ch discharged member
~hould be returned through CAP channels to National Headquarters.
3. Members in the armed ~crvicc~ or o~ aviation ~nties such ~s f~rrying
or flight in,traction outside the P~trol m~ r~tain their identification cards,
but headquarters should receive their smrvicQ records with the notation that
they are not available for Patrol d~tz.
4. Wing Commanders may apprcv~ ,~ds~h~rges ne follmos:
_a. Honorable Di$~l~.rge with Cgm~D~ni.gtion--For member~ who have been
proficient but who c~m no lo~rer carry out their C.~ d.~ties bec~usn
of ill health or war~im~ d~ti~s outsidn the Petrol. Dise~mrge
should be optional in such c.-~scs especially if tner~ is a prospect
of the member returni~ t@ duty or rendering interuittent service,
~at members so disch!~rgod are eligible for i~mediate reinstatement.

6. Disch,~ge of a member of the Civil Air ~atrol may be effected on
approval of the Wir~ Comm~ndor on signed resignation and surrender of identification card. In case of dishonorable discharge, the resignation m~y be accspte&
o n l y i f a c c o m p ~ m i e d b y a n o t a r i z e d s t a t e m e n t b y t h e m e m b e r, a a k m o w l e d g l n g
specific cb~%rges as the reason for discharge.

7. In cases where a member does not choose to resign, hi~ discharge m~.y be
effocted by action of special Bo~+rds. Be~i~ation should be suggested under the
most lenient terms possibl~ ~mdsr the circ~tmst~ces, but there muat be no pressu~ #
to demand resig~tions or to abrogate th~ right of a member to a full. fain and
open he~rin~.
8. For the conduct of such he,~.rings, the Group Board shall be composed of
the Gro~p ConmM~der and his Group Staff. In States wher~ there are no Group
Commands, the Squadron Co_amender and hls ScB~idron Staff m~y function as the
Squadron Board. The Wing Board shall be composed of the Wing Oommander and his
W i n g S t + ~ f . A Ta s k F o r c e B o , ~ r d ~ h a l l b s c o m p o s e d o f t h e Ta s k F o r c e C o m m a n d e r
and not less th~n two or more t~ four of the officers next in r~nk ~ndor his
comm~&. The Eational Board shall be composed of the officer8 assigned to duty
at N~+tional H~adquarters. Such Somuan&ers ~d Officer~ now serving or hereafter
appointed to the~e posts are hereby designetod by the Nat~on~l Comm~ander as ex
officio membezs of sai~ Bo+~rds. Three members of such ~ Bo,~rd shall constitute
a quort~n thereof. A Boar~ ~h~ll meet within one month of the filir~ of ~ cruse
before it.
9. For the discharge, of a me~ber other them a Wing, Group, or Squ~+dron

the member is on a Group Staff, ~he ca~e shall be filed v~ith the Group Boom& by

the unit to which the member is ~ssigned. The member rosy sns~er either in person
or in writing. Both sides may call witnesses.
i0. If the Groun Board, by m~jority vote, decides on discharge, a written
report, stating whether the discharge is honoreble or dishonorable 2~u~ citing
t h e r e a s o n s , s h a l l b e t r ~ m s m i t t e d w i t h i n i 0 d ~ s t o t h e W i n g B o ~ r d f o r r e v i e w.
A copy s~ll b~ sent to the member with due notice of the tiz~e when the Wi~
Board will meet on the csse. Brocelure as to receipt of oral or written testimony and as to appearP~ccs will be ~he s~e as for the Group Board. Acticn by
majority vote of the Wing Boar~ will be final. If the vote i~ for di~ch~+~'ge,
the Wing Co~der sh~ll send ~ copy Stating the decision ~uud the reasons, to
