Subject: Letters to Congress
All Unit Commanders
I. Despite directives and frequent bulletin items
on the subject of following channels in co.mmunic~tions on CAP
matters, some officers ~ud members have taken it upon themselves
to write letters in their capacity as CAP personnel to the President
of the United States, Members of Congress, Officers of the Armed
Forces, and Federal Officials with v~rious plans and proposals.
2. However well intentioned such com~uications may be,
they are out of line with the :'ales of military courtesy and
discipline ~hich must be followed In the conduct of a military
type of organization such as the Patrol. The right to petition
Is inherent in all citizens. We do not presume to direct what
a member may write to his Congressman as a private individual.
But anything he may write or say either in letters or in public
statements, in his capacity as a Patrol member is subject to the
rules which govern the conduct of defense personnel in wartime.
3. CAP Unit Commanders are expected to be in touch with
State or Regional representatives of the Armed Forces and Federal
A g e n c i e s w h e n n e c e s s a r y. T h e y a r e e x p e c t e d t o m a i n t a i n t h e i r
n o r m a l c o n t a c t s w i t h Wa s h i n g t o n o n s u c h m a t t e r s a s p r i o r i t i e s ,
airport improvements, and other problems with which airmen in the
S t a t e s c u m t o m a r i l y d e a l . B u t o ~ m a t t e r s c o n c e r n i n g C A P p o l i c y, a l l
c o m m u n i c a t i o n s f r o m W i n g s t o b e t a k e n u p w i t h Wa s h i n g t o n a g e n c i e s
must be routed through CAP headquarters.
