Subject: Fmlistment Procedure
To:
All Unit Commanders
i.
Recruitment of new members must be held insofar as possible to
pilots, student pilots, radio operators, radio mechanics, aircraft
mechanics, apprentice mechanics, parachute riggers, ground service men,
and others of actual aviation skill.
2As in the past, enlistment forms sent ~irectly to National Headquarters by such applicants will be cleared with FBI. Service records will
be returned to Wing Commanders for transmittal to local units so that applicants can be interviewed locally and issued their membership cards if
they appear ~esirable members.
3.
Applications from non-flyers other than the above-listed categories
will no_._ttbe approved by National Headquarters unless endorsed on the back

apply through his nearest CAP unit.

It is preferable that applicants for approved-type personnel likew i s e b e e n d o r s e d b y W i n g , G r o u p , o r S q u a d r o n C o m m a n d e r. A p p l i c a t i o n s f o r

of Government time and facilities to process their papers.

Applications bearing endorsement will be returned to the endorsers
v i a C A P c h a n n e l s o n Wa s h i n g t o n c l e a r a n c e .

Local CAP units should make sure that all blanks are properly filled
in, the required pictures furnished, and fingerprints properly made before
s e n d i n g a p p l i c a t i o n s t o Wa s h i n g t o n . I n c o m p l e t e a p p l i c a t i o n s r e q u i r e s p e c i a l
correspondence ahd waste Government time.
7.
The above instructions do not prevent local units from accepting nonflyers they really need. But ~ashington Headquarters must be relievod of
the heav~ burden of miscellaneous applications from people of no apparent
qualification for duty with the Patrol. Their patriotic ~esire to be of
service ~s appreciate~ but, as an aviation organization, the Patrol must
hold its mcmbership strictly to those who can make some definite contribution to aviation missions.
