1. Several times in the past it has been brought to your at

tention "by directives and otherwise that no work'performed by Civil

Air Patrol for the armed forces would be paid for by Army Air Force

funds unless it has first been authorized by this Headquarters in

writing. This, however, does not apply to emergency searches for
lost airplanes, oh which, of course, you have a directive.

2. The reason I am calling this to your attention is due to
the fact that in one or two instances recently vouchers have come
into this office for work which CAP units have performed for Army

units at their request, but which had not been OK'd by this Head

quarters. There is no money available to pay these bills, and it

is a very embarrassing position to put your Headquarters in and it
will be an embarrassing position to put yourself in when the men
c o m e a r o u n d f o r t h e i r p a y.
