Missions authorized ~ Commanding General, Army Air Farces.
Pilots Assigned to Such Missions.

I . Vo u c h e r s w h i c h a r e . n o t p r o p e r l y p r e p a r e d t o m e e t t h e e s tablished procedure of the Government cannot be honored for payment and
must necessarily be returned for correction. This means delay in payment. If the following instructions are:carefully observed~ checks "in
payment of vouchers can be cleared approximately two weeks after the
vouchers are received at National Headquarters.
2 . ~ N E R A L I N S T R U C T I O N S f o r a l l Vo u c h e r s
a. The ~ name, middle initial and last name of the
payee will be given and the signature should conform
exactly f~ name, middle initial and last name).
In case of a married woman, her given name must be
u s e d a s M r s . H e l e n M . S m i t h ~ n o t M r s . H e n r y W. S m i t h .
Where a corporation is the payee the voucher will bear
the signature of the person authorized to sign for the
corporation with his or her-title.
b. Addresses of payees will always be given as~

Payees should net designate their home addresses on
the vouchers, ~ should forward to National Headquarters immediately upon arrival at the Army Base
their complete mailing address at the Base together
with the address to which mail should be sent after
they have left the Base, This is essential in order
t h a t p a y e e s r e c e i v e t h e i r c h e c k s p r o m p t l y.

Submit in duplicate to National Hoadqt~%rters daily.
List in the coltmm headed "Pilot" not only th'o name of
the pilot but also the r~mo of any other person carried.
Specify if passenger is a civilian or a member of the
Armed Forces.

The original of the report shall be signed By the piiot
and the Army Com~ndor of the uslng unit or his repros ontat ivo,

Submit in duplic~Ae to National Hoadqnartors for periods
from the Ist to the l~th, inclusive, and the 16th to the
end of the month inclusive. Do not submit a voucher
covering more th~u one period.

The original shall be certified By the pilot (Payee) and
the Army Commander of the using unit or his representative

(Base C o~Aor).

Submit in duplicate to National Hoadq~xtors for periods

b. Airplane vouchers Will conform with daily operations
reports as to NC num. ber~ dates of missions, missions and

time involved. Insurance costs are based on flying time.
If vouchers do not'~con~orm to daily operations roports~
the roimbursomont~,:will not agree with the insuromce

premiums charged. ~'
c. The payee named c~/an aircraft voucher shall be the ~ner
of the airple~o ~ his appointed agent and shall agree
with the ovmor s~cifiod on the insurance applicatioa

submitted to Headquarters.
d. All airplanes assigned to Courier Service will be of loss

than ninety horsopmver (90 HP) tmloss otherwise specifically authorized in ~'~i~ing byNational Headquarters.
To dotormiuo the Hourly Rates to be paid for the use of
airplanes, the horsopc~or rating (~ximum, except take-off)
recorded by lth~ .Civil Aeronautics Administration for each
such airplane will be used. The use of higher octan~

fuels, changes in propeller pitch and such other methods of
"souping up" an engine, will not be considered in any
way as affecting the horsepower rating or as effect~g
a clmnge in'the Hourly Rates.
If a plane carries passengers (for whom accident insurance is required) on some trips in a particular
period but not on other trips, specify the proper rates.
No additional charge is necessary for a passenger who is
a member of the U. S. Armed Forces.

h. If the owner of an airplane desires to desisnato an

he should write to National Headquarters for the propor
form of Power-of-Attorney and further instructions.
Specify if owner is an individual or a corporation.
Power-of-Attorney shall always be prepared in triplicate,

Original and one c~vto National IIoadquartcrs. Retain
third copy for fi!o. Name el ~gont on vouchers shall
