4- The following insurance is required on all Coastal Patrol
Missions and no aircraft will be put in operation on said missions until
such insurance is first secured in the im~nner set forth in insuranc9 instructions issued to Ccastal Patrol Bases.
a. Public and Passenge2 Liability and Prooerty Damage
Insurance: The premium for this insurance will be paid to the Base
Commlander by each Civil Air Patrol Pilot before he takes off on his
first flight and will be as follows:

The insurance policy by which this insurance is now provided expires
September 2, 1942 and will be supplanted at that time by a new policy
or an extension of the present one and a new premium will then be

each aircraft used in the operations (with a lO percent deductible provision) will be paid from the aircraft :~llowances herein set forth in

5. Any questions arising regarding schedules or other requirements set forth herein will be referred to National Headquarters for a

6. Base Commomders will close out all vouchers as of midnight
April 3G, 1942 for per diem for personnel and pa&~ent for use of aircraft
and forward same to National Headquarters as soon as possible for payment.

A. The reimbursement schedules ~ounced in this directive apply
to all Civil Air Patrol ope~atior~ involving Coestal Patrol Missions. These
schedules do not apply to operations involving Border Patrol, Forest Patrol,
Pipe Line Patrol, Courier Missions, or Miscellane0us Services.
~. All such missions will in ~ach case be ccvered by official
Operations Orders in accordance with ~he provisions of 0perstions Directive
N o . 1 5 - A , A d m i n i s t r a t i v e P r o c e d u r e f o r C i v i l A i r P a t r o l Ta s k F o r c e s , t o b e
issued by National Headquarters.
~. Daily operations reports on forms which will be furnished by
National Headqtu%rters will be submitted to ~ational H~adquarters in dtmlicate.
Such reports will be ~igned by the Civil Air Patrol Corr~andersin charg~ of

~. The amounts hereinabove specified for operation and maintenance
will be set ~side and placed in a general pool to be used for th~ purpose of
o p e r a t i n g a n d m a i n t a i n i n g t h e a i r c r a f t o n d u t y w i t h t h e Ta s k F o r c e . T h e
amounts herein specified for insurance will be used for that purpose. The
amounts herein spacified for depreciation will be paid to the owners of the
aircraft. Ther~ will be no departure from this procedure.

premium charge for this inBturance for aircraft of various horsepower will be

Pilot and Observer p~rtlcip~ting in the-operatlons ($3.000 limit) will be
paid from the aircraft allowances herein set forth in paragraph 3 & or 3 ~.
The hourly premium charge for this Insurance will b~ 60# per hour per a~rcraft
if not equipped with bomb racks and $2°00 p~r hour p~r ~ircraft if so equipped.
d. Ground Insurance: The premium for Ground Insurance on each aircraft on d~ty at Coastal Patrol Bases or dispathhed therefrom on missions elsewhere will be p~id from the standby allowance h~rein aet forth in the schedule
presented in pare.graph 4 ~ which is exactly sufficient to cover such premium.

31, 1942 and which will be removed from files. This Directive is hereby
classified as "Restricted". Its distribution ~ill b~ limited to Civil
Air Patrol Command and Staff Officers for use in the performance of official duties. It will not be euoted, published, posted or otherwise made
available to anyone unauthorized to receive it or to the public.)

i. General
_a. Reimbursement Schedules setting forth the Per Diem Allowances
for personnel on duty with Civil Air Petrol Coastal Patrols and the Hourly
Rates and Stand-by Allowances paid for the use of aircraft assigned to the
Coastal Patrols, together with the~ Iastucance Requirements for Coastal Patrol
operations are presented in this directive. These schedules apply to all
operations of CAP Coastal Patrols but do not apply to Border Petrol, Forest
Patrol, Pipe Line Patrol, Courier Service, or Miscellaneous Services.
b_. Said Per Diem allowancss for personnel and said Hourly Rates
and Stand-by Allowances for the use of aircraft are the only allowances
made bythe Government to cover living expenses ~ personal services of
personnel and expenses, both tangib?.e and intangible, incident to the
o p e r a t i o n , i n s p e c t i o n , m a i n t e n a n c e , o v e r h a u l , r e p a i r, d e p r e c i a t i o n , r e p l a c e ment and insurance of aircraft on duty with CAP Coastal Patrols.

Stand-by Allowance Invoices will be submitted to National Headquarters

be approved for personnel or airplanes exceeding the authorized strength,

purpose of operating and maintaining the aircraft on duty at each Coastal
Patrol Base. The amounts herein specified for insurance will be used for

a. Until further notice, the following stand-by allowances will

Horseoower P~tin~s of Airplanes

To d e t e r m i n e t h e H o u r l y R a t e s a n d t h ~ S t a n d - b y A l l o w a n c e s t o b e
paid for the use of aiivlanes assigned to Coastal Patrols, the horsepower
rating (maximum, except take-off) recorded by the Civil Aeronautics
Administration for each such airBl~ue ~ill be used. The use of higher
octane fuels~ changes in propeller pitch and such other methods of "souping
up" an engines will not be considerr~ in any w%v as affecting the horsepower rating or as effecting a change in the Hourly Rates or Stand-by
Allowances.

T h e f o l l o T; i n g i n s u r a n c e i s r e q u i r e d o n a l l o p e r a t i o n s c o v e r e d
by these schedules and no aircraft will be put in service on said
operations until such insurance has been secured by the completion of an
appropriate application fo1~. Even though no application form has been
completed, all types of instu.ance are in effect from the time a plane
leaves its home station under orders to report to a Coastal Patrol Base
but in each instance the appropriate application form should be executed
by each aircraft evener or his agent and by all flying personnel Lmmcdiately
upon arrival at the Coastal Patrol Base. The details of the various
