Preface
2013 marked the 20 year anniversary of the 1993 floods. The flooding that occurred that year
affected most of the state, and during that time, Civil Air Patrol was called out to perform many
tasks. This year, Missouri wing celebrated the anniversary of the ’93 floods and commemorated
the hard work of its members. Over the year, many different activities and opportunities were
provided for the members of Missouri Wing.
While we look at what has occurred 20 years ago, we also see everything that we have
accomplished this past year. During 2013 we held many successful events and activities.
Encampment, Cadet Competition, several SAREX’s, Aviation Day, and Wing Conference are
only the start of the things that MOWG has done this year.
I would like to thank all of the members that helped put this Wing History together. It is
thanks to you that this document records all of the amazing progress that we have made this past
year. I also want to thank all of the members of Missouri Wing, for they have been the people
that have been going out and continuing our history. 2013 has been a busy year for all of us, and
we have accomplished much. I look forward to creating the next chapter of Civil Air Patrol with
all of you!

Chapter I: Introduction
Civil Air Patrol has been serving the nation for over 70 years, with a proud history dating
back to the 1940’s. Today, Missouri Wing Headquarters is located at Whiteman AFB. The wing
is composed of 38 individual units within 5 groups. Missouri Wing is composed of over one
thousand members, with roughly 400 cadet members and 700 senior members. This past year
Missouri Wing has made great strides in the three main missions of Civil Air Patrol: Aerospace
Education, Emergency Services, and Cadet Programs. Throughout the year many different
activities and events had been held that have drawn from the experience of members throughout
the Wing.
Multiple Search and Rescue Exercises were held throughout the Wing, helping ensure
that our members are constantly prepared to serve their communities. A summer encampment
was held at Camp Clark this year, with over 60 cadets graduating. Members were also quite busy
with Aerospace Education, with cadet orientation flights being held throughout the Wing as well
as a model rocketry symposium hosted by Group 3.
The highlight of the year was the Missouri Wing Conference, held in Lake of the Ozarks,
Missouri. As with all Wing conferences, members celebrated the time and support Missouri
Wing members had provided to the organization.

Chapter II: Emergency Services
Missouri wing has been very busy with maintaining its Search and Rescue capabilities.
Throughout the state training and exercises were held to ensure that our members were well
trained and ready to deploy at a moment’s notice.

Chapter III: Aerospace Education
Missouri wing was incredibly active in Aerospace Education this year. Several model rocketry
Symposiums were held at Fort Leonard Wood. Many orientation flights were held throughout the
Wing as well. Missouri Wing also participated in the 6th annual CyberPatriot Competition.
Missouri Wing had nine teams participate this year, located all over the state.

Chapter IV: Cadet Programs
The 2013 Missouri Wing Summer Encampment was held at Camp Clark, MO from 28th
of July to August 4th. During this event, cadets were trained by some of the best and most
experienced members in Missouri Wing, cadet and senior alike. Another big event in Cadet
Programs was the 2013 Missouri Wing Color Guard Competition. The competition was held at
Ike Skelton Training Center in Jefferson City on February 16. Four teams participated this year.
These squadrons represented the best that Missouri had to offer. Springfield Regional Cadet
Squadron came in first place this year.

Chapter V: Unit Narratives
Below are all unit narratives that were submitted for 2013.
Harry S. Truman Composite Squadron

NCR-MO-023

c/1st Lt, Ismael Arrocha

NARRATIVE
INTRODUCTION
2013 was a year of change for the Harry S. Truman Composite Squadron (HST) as we
had three changes of command. The number of members we had decreased slightly and then
increased slightly. We currently have seven active cadets with nine on the roster and three active
senior members with eight on the roster. This year we also moved our meeting location.
HST RELOCATION
As mentioned above, Major Durant took over the squadron and we relocated to the
Emergency Operation Center (EOC) which is located at 950 N. Spring St., Independence MO,
64050. We kept our weekly meeting time of 1800-2100 on Monday nights. Captain Kenyon,
who took charge on 13 January, 2014, is currently the squadron commander of HST.
SQUADRON ACTIVITIES
In 2013, HST participated in squadron level activities throughout the year. We scheduled
and flew orientation flights for all but one cadet over the course of the year. We had three cadets
earn milestone awards in 2013. Cadets Allison Warnock and Benjamin Lord both earned their
Wright Brothers Awards and Cadet Ismael Arrocha earned his Billy Mitchell Award. HST
participated in marshalling aircraft at the Lee's Summit Municipal Airport during the spring and
summer. We also attended and helped out with the Grain Valley Squadron's Open House. HST

participated in the September 7, 2013 Skyhaven Airshow, held in Warrensburg, MO. HST also
sent a cadet to the Group 1 Bivouac on 25 October, 2013. Cadet Christen Nichols went to, and
graduated from, the Kansas Wing Winter Encampment and was named Honor Cadet for the
encampment. We are currently in the process of rebuilding the squadron. Our goals this year
include recruiting more active cadets and senior members, winning the 2014 Missouri Wing
Cadet Competition, attending and staffing more activities, achieving more milestone awards,
getting the squadron ES certified, and learning to fly.

HQ Group 2 – Missouri Wing NCR MO-032 Major Steve Aubuchon
2013 Historical Narrative
INTRODUCTION
Group 2 began the year with a new commander who was installed in mid-December of the
previous year. The first task was to establish a set of goals and recruit a qualified staff that would
be committed to retaining the quality of the group’s assigned squadron and activities.
GOALS
The 2013 goals for Group 2 that were established in January were to submit all reports on time,
create more training opportunities for all members, establish a group website, build a qualified
and active staff, improve communication using all available resources, the group commanders
and staff will routinely visit each squadron, increase assigned units participation in wing
activities, and establish a team for “CyberPatriot” competition.
ACTIVITIES
Group 2 is honored to have many members with unique skills who remained busy in a variety of
activities. The new commander kept the tradition of monthly meetings to disseminate
information and foster collaboration among the squadrons assigned to the group and beyond.
Members of the group were instrumental in the reorganization of the Cadet Advisory Council in
the Missouri Wing. The St Charles Composite Squadron was the first in the Missouri Wing to
enroll in the Cyber Patriot competition. In March, 25 members of Group 2 (mostly cadets) from
several squadrons collaborated to participate in the tour of Whiteman AFB. Group 2 sent a

number of cadets, along with 6 senior members on staff, to the Missouri Wing encampment in
July.
During the years, members of Group Two volunteered to share their experience by instructing at
various professional development classes in various parts of the wing. Locally, Group 2
produced a Training Leaders of Cadets course in May.
There were training sessions to build members’ operations qualifications. These sessions
primarily trained scanners, GIIEP operators, aerial photographers, and mission radio operators.
There was also a SAR Academy at National Guard Armory, Festus MO in the spring produced
by Groups 2 and 4.
This training was necessary and put to good use as Group 2 was tasked with 4 ELT SAR
missions, resulting in 4 non distressed finds. In late August Group 2 aircrews were tasked to
photograph damage and document the path of a tornado.
Although two of the ten aircraft assigned to the Missouri wing were kept in hangers in Group 2,
Group 2 pilots were accountable for a third of the total hours flown in the wing.
Grp2 members manned MOWG display at the SEMA conference in St. Charles. The group also
provided most of the manpower support for MOWG Conference as well as 8 presenters at the
break-out sessions. Group 2 organized and supported Wreath Across America ceremony at
Jefferson Barracks National Cemetery. Group 2 had large contingent at Aviation day at the state
capitol in April.

TRANSITIONS
There were also transitions within Group 2 during 2013. Two Squadrons gained new
commanders. Lt Col Tommy Gordon (MO 111) retired in June. His ceremony was supported by
with a squadron color guard. In October Major David Nagle (MO 111) also retired. In November
Lt Col Larry Kuban (MO 005) celebrated his 50th continuous year in CAP. Sadly, Lt Col Kuban
passed away shortly after this anniversary. His memorial service was supported by a CAP cadet
color guard. On 2 December, former C/Col Steven Gullberg (MO 098) perished in a plane crash
in Puerto Rico.
AWARDS
In February 2013, the St. Charles composite squadron earned second place honors at the
Missouri Wing Cadet competition. Lt Col David Miller won a Maj Howell Balsem CAP Public
Affairs Exceptional Achievement Award in August.
Group 2 nominated 19 individuals and 3 squadrons for awards at the Missouri Wing Conference
in September. For the year third year in a row, the Gateway Senior squadron was named the
outstanding senior squadron in Missouri.
Individuals from Group 2 who were recognized as outstanding in their area were Character
Development Instructor - 1st Lt Terry Romanko (MO-040), Public Affairs Officer 1st Lt David
Chilenski (MO-111), Aerospace Educations Officer - Major Dan Gerbus (MO-040), Cadet
Programs Officer - 1st Lt Adam Daubach (MO-040), Safety Officer - Capt Austin Worcester
(MO-110), Cadet NCO - C/SMSgt Brooke Maynard (MO-040), Sr. Member - Maj Steve
Aubuchon (MO-032).

CONCLUSION
In late December, Group 2 HQ achieved an overall grade of “Successful” for their Subordinate
Unit Inspection. Coincidentally, Group 2 learned that they were to be enlarged by being assigned
three squadrons from a neighboring deactivated group. That put an exclamation point to the end
of a very good year.

Pony Express Composite Squadron

NARRATIVE
INTRODUCTION
2013 was a year of staff changes for the Pony Express Composite Squadron (PECS). Lt. Brandi
Lehr started training to assume command from Maj. Robert Holmes scheduled to take place in
February 2014. C/2d Lt. Ben Brooke took cadet command of the squadron following C/Capt.
David Laws. Chaplain Dick Lionberger retired as our long standing chaplain, with Chaplain
Dan Mefford taking his place.
PONY EXPRESS RELOCATION
In January of 2013, Pony Express started meeting in its new location at the 241st ATC building
located at Rosecrans AFB. The Squadron Maintained its meeting time of 1830-2030 on
Thursday.
SQUADRON ACTIVITIES
Pony Express volunteered at the Airline History Museum in Kansas City for an antique bike
show and the Red Bull aerobatic event. We also continued our participation in Wreaths Across
America. Pony Express had 3 cadets and 3 senior members present for the event.
In December of 2013 Pony Express held its annual banquet. Chaplain Dick Lionberger was
recognized for his services to the squadron as he retired in December. Our Cadet of the Year
trophy was presented to C/SMSgt Zachary Epple, the Great Start award was presented to C/A1C
Analinda Hyatt. We were honored to be a part of the presentation of the Spaatz Award to C/Col.
Lawton Huffman.

Saint Charles Composite Squadron

NARRATIVE
INTRODUCTION
2013 was a transition year for Saint Charles Composite Squadron. Capt. Clay Sakabu assumed
command from Maj. Steve Aubuchon in November of 2012. Following this change, St. Charles
also found itself moving to a new meeting place. Despite the changes in the squadron, St.
Charles provided many exciting events and activities for its members, participating actively
throughout Missouri Wing.
SAINT CHARLES RELOCATION
In March of 2013, Saint Charles found itself moving from Grace Community Chapel in St.
Peters, MO, to Christian High School in O’Fallon, MO. The Squadron Maintained its meeting
time of 1830-2030 on Monday.
SQUADRON ACTIVITIES
In 2013 St. Charles Composite Squadron participated in several events throughout the year. The
squadrons’ color guard team took second place in the state color guard competition. The
squadron also participated in the Whiteman AFB trip offered on 27 March, sending 12 members.
Saint Charles had three cadets graduate form the Missouri Wing Summer Encampment. Cadet
Master Sergeant Brooke Maynard was named the CTG Honor Cadet for the Encampment.
Several Saint Charles Composite Squadron members were recognized for their service at the
2013 Missouri Wing Conference. Major Dan Gerbus was awarded the Senior Member Brewer
Award, C/SMSgt Brooke S. Maynard was named the Cadet NCO of the Year, 1st Lt Adam

Daubach was named the Cadet Programs Officer of the Year, and 1st Lt Terence J Romanko was
named the Character Development Officer of the Year.

River City Composite Squadron

HISTORY NARRATIVE
INTRODUCTION
2013 was a building year for River City Composite Squadron. Major Steve Brust was the
Squadron Commander for the year 2013. The squadron had several new Cadets and senior
members join the squadron.
SQUADRON ACTIVITIES
In 2013 River City Composite Squadron participated in several events throughout the year. The
squadrons’ Color Guard team presented the colors at the Rockwood Summit Senior Graduation,
held at Chaifetz Arena.
River City had one cadet graduate form the Missouri Wing Summer Encampment. We had one
senior member earn his Chuck Yeager Award. Two senior members earned their Davis award.
The River City Composite Squadron participated in the Jefferson Barracks Memorial Day
Commemorative Services. The Color Guard presented Colors during the services.
The River City Composite Squadron participated in the Bonne Terre Airport open house and the
Color Guard presented the Colors during the opening ceremonies of the event.
The River City Composite Squadron had planned a trip to Fort Leonard Wood to tour the facility
and to visit canon range from the viewing tower. The event was cancelled due to the government
sequester.

North East Missouri Squadron

Narrative
Our squadron began the 2013 year with nine cadets and three senior members active. We held
meetings weekly at the Hannibal airport on Tuesday evening of each week at 1830. We missed a
few meetings early in the year and in December as well due to hazardous weather. Our weekly
meetings’ schedule complied with all requirements of CAP cadet programs with an emphasis on
the STEM curricula and aerospace education. Cadets and seniors participated in many of the
activities outlined in the aerospace education modules workbooks. Twice in the year we
produced model rocketry training exercises. Since we are based at an active airport, we had
many excellent opportunities to observe transient single and twin engine aircraft, helicopters,
spray planes, skydiving planes, and twice we observed small corporate jets. Cadets were able to
observe these aircraft up close, ask questions, and learn about many of the idiosyncrasies of the
different types of planes.
Cadets and seniors participated in one fly-in breakfast at a nearby airport. This provided an
opportunity for cadets to practice their marshaling skills, display their drill skills and discipline,
and generally “show the colors”. We were very well received by all and thanked by many.
Another trip was requested by the Army Corps of Engineers for our squadron to assist in
parking and marshaling an anticipated 10-15,000 people at the Halloween walk at Mark Twain
Lake. We assisted in this activity in 2012 and it was a very enjoyable and educational
experience. Sadly, the event was cancelled due to the “sequestration”. Several other activities
were cancelled due to inclement weather. We were able to conduct one or two sessions of “O”
rides.

We ended the year with four active seniors and seven cadets. We lost two cadets due to a family
moving out of state. We have had several cadet candidates visit as well. Two of our members
were able to take form five check rides. One member successfully completed the check and the
other pilot was cancelled due to high winds.
Our squadron had a change of command. Capt. Dennis Turner had moved to another part of
the state. Capt. Jim Current was appointed in his stead. With the appointment of Major
Aubuchon as Group Two commander, we have been receiving a great deal of training and
assistance. Major Aubuchon, Lt. Adam Daubach, and Master Sergeant Miller have been of
great help in getting us “trained up”. We have a lot to learn and accomplish yet, but are
acquiring more members and continue to maintain a “can do” attitude.
Two cadets attended encampment and performed well and were a great representation of our
squadron. Capt. Current attended Wing conference at Lake of the Ozarks and assisted Major
Aubuchon with a/v setup. It was a very good conference and a very good year for our squadron.

Group 3 HQ – Missouri Wing

2013 HISTORY NARRATIVE
INTRODUCTION
2013 was a banner year for Group 3 Headquarters, Missouri Wing. Lt Col Bill Sander assumed
command from Maj. Mike McCrady in October of 2012. Lt Col Sander’s first action was to
develop goals and a plan of action to improve Group interaction with subordinate units: MO-009
(Sedalia Cadet Squadron, Sedalia, MO), MO-018 (Central Missouri Composite Squadron,
Columbia, MO), MO-117 (Saline County Composite Squadron, Marshall, MO), and MO-158
(Morgan County Flight, Versailles, MO); while also experiencing growth with absorbing MO119 (119th East Central Composite Squadron) with the Group 4 deactivation and the project to
re-activate MO-003 (Capital City Composite Squadron, Jefferson City, MO). With the support of
a developing Group staff, Group 3 met most of its goals to provide several exciting events and
activities for its members, participating actively throughout Missouri Wing.
2013 GOALS
Our first goal is having a robust Emergency Services (ES) Program. ES is a broad mission and
our involvement is ever changing. We're making effort to play well with others and it's paying
off. This will be accomplished by conducting SAREX’s, COMEX’s, and participation in Wing
Exercises, Missions, and community activities.
Second, we must continue to cradle the AE program. AEX is a great tool for the Cadet Program.
Field trips and Model Rocketry Symposiums are awesome. An Orientation Flight Day is also on
tap in the very near future.

Third, I envision a "Curry" weekend where new cadets can come and earn all of the required
tasks for their Curry award. On day two we remediate those who quite didn't make it on day one
and we introduce them to the ES mission with GES, ICS 100, and an ROA class; and if
time/weather/and availability of Aircraft allow - Orientation Flights. These are first steps which
can easily broaden once we get a good cadre of trainers and volunteers developed in Cadet NCO,
SNCO, CGO, and FGO courses, symposiums, etc.
Fourth, to go along with cadet development, I firmly believe in Senior Member development,
too. SLS's/CLC's/UCC's/etc. have already benched marked as the Group 3 Change of Command
immediately precedes a CLC and UCC graduation. Also, mirroring the "Curry" weekend,
conducting a lateral "Foundations" weekend is also plausible if there's a need.
All of these goals are obtainable and are proven successes in my past. You'll find that I make
every effort to bring my goals and expectations to fruition. Yes, some of the successes I've had in
the past may flop here and then again something that had mediocre results may now be a new
bench mark success if we re-implement. Let's work together and I give you my word that Group
3 will make MO Wing, NCR, and CAP proud!
GOAL RESULTS
I am pleased to state that all of the aforementioned goals were exceeded except for the “Curry”
weekend. Other activities conducted took precedence, but we plan to double our efforts to make
it come to fruition in 2014.

GROUP ACTIVITIES
In support of the Emergency Services Mission, Group 3 conducted 6 Search and Rescue training
Exercises (SAREX), 3 Communications Exercises (COMEX); 2 Disaster Relief Exercises, and
support of 3 community Air Shows. Group 3 staff also participated in SEMA’s Logistics
Supply/Support Area’s (LSA) train-the-trainer training as well as webEOC train-the-trainer
training.
In support of the Aerospace Education Mission, Group 3 conducted 2 Model Rocketry
Symposiums, received 3 STEM kits, participated in the AEX Program, and provided school age
program activities during 2 airshows. Furthermore, we worked with area EAA Young Eagles
activities and our Operations Officer, Lt Col Ted Forester, has provided Flight Training to 3
cadets and participated in the NCR Powered Flight Academy in Fremont, NE as a CFI.
In support of the Cadet Programs Mission, Group 3 concentrated local efforts on bolstering
professional development of Cadet Programs Officers and Commanders by conducting 3
Training Leaders of Cadets (TLC) courses. We also sponsored a Cadet Leadership Academy in
Columbia and fostered the Cadet Leadership School in Springfield, MO. Furthermore, several
cadets and Senior members attended Encampment as attendees and staff.
In support of Professional Development, Group 3 conducted 2 Squadron Leadership Schools, 2
Unit Commanders Courses, and a Corporate Learning Course.

ACCOLADES
Several Group 3 members were recognized for their accomplishments in 2013. Most notably, the
following received Wing Level Awards: Capt. Martin Alderman, Communications Officer of the
Year; Capt. Karen Pearson, Public Affairs Officer of the Year; Cadet Capt. Medrano, Cadet
Phase IV Officer of the Year; Cadet Lt Caleb Couture, Cadet Phase III Officer of the Year; Cadet
Lt Cott, Frank G. Brewer Memorial Aerospace award. Additionally, the following members were
Group Level Award Winners and Nominees for Wing Level Awards: Lt Col Dennis Pearson,
Safety Officer of the year; Maj W. DiMarsico, Senior Member of the Year.
Furthermore, the following Cadets received the following awards: AFA Cadet of Year, Cadet
SrA Young; AFSA NCO of Year, C/CMSgt C. Hayden; VFW Cadet Officer of Year, Cadet Lt
Couture; VFW NCO of Year, C/CMSgt Evans.
CONCLUSION
In conclusion, Group 3 had a banner year and exceeded the majority of its goals. We strive to
complete and exceed goals set for 2014 while supporting our subordinate units, Missouri Wing,
Civil Air Patrol, and the community partners we also support.

INTRODUCTION
The Wentzville Composite squadron continues to meet at the Living Lord Lutheran Church in
Lake St. Louis MO. meeting at 1830, every Monday. We have had some member turnovers
during 2013; however, we finished the year with 27 mostly active members; 15 Cadets and 12
Senior Members.
SQUADRON ACTIVITIES
The Wentzville Composite Squadron was busy with participation in multiple activities during
2013. Highlighted among our activities were events that enhanced cadet experiences with flight
operations including a visit to the St. Louis TRACON (Terminal Radar Approach Control
Facilities), multiple O-Rides and Flight simulator use at Flight safety in St. Louis and at the St.
Louis Science Center. Additionally, we had an opportunity to get Hot Air Balloon tethered
rides, complementary of our squadron guest, Col. Carlton Sumner.
Emergency Services training and activities were a big part of our focus during 2013. We held
several training sessions in Wentzville and participated in several other events held in other cities
and with other groups.
In addition to flight related and Emergency Services events, we performed some community
service activities, Color Guard duties for the Wentzville 4th of July Parade, the City of
Wentzville Board of Alderman, local Wentzville, Winfield and Wright City schools, and for/with

the American Legion Post in Wentzville. The Squadron also participated in Wreaths Across
America in December.
The Wentzville Composite Squadron had 4 Cadets graduate from the Missouri Wing Summer
Encampment at Camp Clark, 2 Cadets competed in Cyber Patriot Competition, 12 cadets
participated in NRA Rifle Training at Busch Wildlife Rifle Range. Senior Members were active
participants with the above activities and several other training and Emergency service activities.

Introduction
This year, Mid Rivers Senior Squadron went through a transition. With membership down and
attendees at about 4 regular members, our commander Brian Thompson assumed Deputy
Commander after several years of service as Commander, and Peter Danza took command Nov
1. Several officers had resigned and many who had been carrying a heavy load needed a break.
The squadron is embarking in a new direction focused on Professional Development, given the
reduced opportunity for ES activities and expiring qualifications. We have a few very dedicated
members remaining who want to see the squadron grow.
Jack Thompson was promoted to Captain, achieved level 2, and was awarded a CAP
achievement ribbon. Peter Danza was promoted to Captain, achieved level 3. Michael Putnam
has joined the squadron.

INTRODUCTION
2013 was a transition and exciting year for the Saline Co. Composite Squadron, 1st Lt. Arthur
Madden assumed Command from Maj. Mark Butner, November 9, 2013. Before this change
Saline Co. was in the process of Planning training sessions for the use of phones to send and
receive emergence messages, the ICAO PHONETIC ALPHABET is also being taught to the
cadets. Marshall has also hosted several all day training sessions during 2013.
SALINE CO. COMPOSITE SQUADRON ORIGIN
The Saline Co. Composite Squadron was established and placed under the Command of 1st Lt.
Jean E. Harms With 10 cadets and 5 senior members, on 10 October 1985, since that time we
have grown and had 6 cadets go on to receive the Spaatz Award.
SQUADRON ORAGANIZATION AND STATUS
The Saline Co. Composite Squadron meets at the Marshall Municipal Airport on Saturday
mornings from 09:00-11:30a.m. At the present time we have 17 cadets and 8 senior members.
Our cadets and senior members are working steadily on search and rescue procedures.
SQUADRON ACTIVITIES
Cadet Capt. Nathan Madrano calls the meeting to order at 09:00 and discusses what is planned
for the morning, They go through marching drills and color guard training each Saturday. We
had two cadets graduate from the Missouri Wing Summer Encampment with one being a return

cadet and one chaplain. Cadet Captain Nathan Madrano was named Cadet of the Year at the

Trail of Tears Composite Squadron

Background
The Trail of Tears Composite Squadron was chartered in April of 1990 and was originally
known as the Cape Girardeau Composite Squadron # 23127. Originally housed at the Cape
Girardeau Regional Airport, the Squadron moved in 1995 to the U.S. Naval Reserve Center
in Cape Girardeau, and the Squadron’s name was changed to the Trail of Tears Composite
Squadron. In 2007 the Naval Reserve Center was closed and the Squadron moved to the
Fruitland Community Church north of Cape Girardeau for a time. Late in 2011, the Squadron
moved to its present location at the Missouri Army National Guard Armory in Cape Girardeau,
home of the 1140th Engineer Battalion.
Narrative Report
During 2013 the Squadron; participated in several fundraisers, attended the Cape Girardeau
Regional Airport Aviation Day and attended the Search and Rescue in the Park event (put on by
the volunteer Non-Profit Little Egypt Search and Rescue Team). Several members attended the
CAP Ground Team, Ground Team Leader and Flight Line Marshaling training at Grain Valley
Airport. Several of our cadets attended their first Missouri Wing Encampment at Camp Clark.
Cadets also attended both the Basic Model Rocket Course and the Intermediate Model Rocket
Course at Ft. Leonard Wood. One of the highlights of the year was that we hosted Community
Emergency Response Team (CERT) training in Cape Girardeau. 2013 also saw the beginning a
close cooperation with the Bootheel Composite Squadron based in Malden Missouri,

on a great note for our Squadron with a great Christmas party and Cadet Orientation Flights!

Group V Headquarters

NARRATIVE
INTRODUCTION
2013 proved to be a year of changes for MO-135. The year started off with Maj Eric Dean as
commander, overseeing all the activities from the six squadrons comprising Group V. Personal
dreams were becoming fulfilled for Maj Dean as his goal of becoming a law enforcement officer
was becoming a reality. During this time, Deputy Commander Maj Jeff Cunningham stepped in
to help lead the group during Maj Dean's absence. By August Major Dean decided to step back
from his duties in CAP because of his career, so the command was turned over to Maj
Cunningham. Shortly after the change of command Lt Col Garland Henson accepted the position
as Deputy Commander. The main goals of the new command were to unify the squadrons of the
Group with the result of moving forward together. Through the use of monthly commander's
meetings, and participating in more activities together, the Group is moving more together
towards the goal.

Platte Valley Composite Squadron

INTRODUCTION
The Platte Valley Composite Squadron saw many changes in 2013. The biggest of these changes
was that 1st LT Kevin Oliver was assigned the position of Deputy Commander in the first part of
the year to begin learning the ropes, so that on November 11th, he would be ready to assume
command from Captain Jesse Munoz, the past commander for 6 years.
Squadron Activities
The squadron is a very active squadron for both seniors and cadets. In addition to winning the
“Squadron of Merit” award, we have held many senior classes and classes for cadets, including
Great Start and Emergency Services classes. One of the big events our squadron does on an
annual basis is visit the Tucker Leadership Lab. This is a High Adventure course that helps
teach participants not only leadership skills through teamwork, but also teaches those “born
leaders” followership. The highlight of the event is being able to work on the high ropes course
about 45 feet over the ground! The squadron is also very active in volunteering at the Airline
History Museum located at the Charles R Wheeler Downtown Kansas City Airport. We have
helped with the Redbull Stunt team there, and the cadets and seniors had the opportunity to meet
Kirby Chambliss, and get photos by his stunt plane.
Our squadron, with the help of our Booster Club, puts on a Dining Out event every year where
multiple awards are presented to both cadets and senior. The event was held at the Airline
History Museum, which was a great event location, with all the planes in the building. The main

speaker for the event was Brigadier General (ret) Sam Mitchell, who is also on the US Air Force
Academy application review board. In addition to Gen Mitchell, we had other military personnel
present, including Col Kevin Brown, USAF, from the Command College at Ft. Leavenworth,
KS. Maj. Dave Futch, CAP was President of the Mess, with Capt Matt Kenyon, CAP acting as
Mr. Vice. Group 1 commander Maj. John Burrows, CAP and Mo Wing Commander Col. Erica
Williams, CAP also graced the event with their presence.
Future
Platte Valley plans to continue to charge into the future, with many classes for both cadets and
seniors, and take a more active part of Group 1 command staff and activities. Our goal is to win
the Regional Squadron of Distinction again, as we did for 2012.

INTRODUCTION
In 2013 Pegasus Composite Squadron continued to work on the Cadet Program and Mission
readiness. Rocket Program, stem remote control airplane and Ground team academy. With the
transfer of Major Brust to Pegasus, we started working on a Senior flight based at the Bonne
Terre Airport, we currently have 4 tentative members in the senior flight.
PEGASUS COMPOSITE SQUADRON LOCATION
We have the Cadets meet at the Festus National Guard Armory one Saturday a month and our
Senior Flight meet at the Bonne Terre Airport, first Saturday and on the third Monday of the
month.
SQUADRON ACTIVITIES
Pegasus Composite Squadron participated in several events in 2013. We finished a Rocketry
program when Cadets launched their rockets. The majority of the cadets have finished their oflights. The squadron also helped with the Bonne Terre Air Festival. The squadron has been
active in practice missions. We had monthly training missions, several members participated in
Group training missions, three cadets graduated from the Missouri Wing summer encampment,
and Major Harter attended NESA this pass year and Missouri Wing Conference. Cadet C/2Lt.
Steve Rueve achieved the Mitchell award.

CHANGE OF COMMAND
Table Rock Lake Composite Squadron 147 had a change of command in December of 2013 with
Major Tom Martin assuming command from Major Chuck Stone at the Christmas and Awards
Banquet. TRLCS also was active in community events as well as Wing/Group events during the
year.
SQUADRON ACTIVITIES
We had two major events with the community in 2013, the first being the 3rd
Anniversary Open House with guest speaker Lt. General Marc E. Rogers, former Inspector
General of the Air Force. Over 100 of the community attended this event. The second big event
was the 4th Annual Cardboard Race, this being CAP’s and TRLCS’s first year to host the event.
We raised over $4,000 for cadet programs, along with raising community awareness of CAP.
Cadets and officers toured Whiteman AFB and attended Aviation Day in Jefferson City.
Five officers attended the Aerial Photography/GIIEP training in June, and in July Colonel
Hartman served as Activities Director for the National Flight Academy for his 16th year.
Three cadets and one senior member attended the 2013 Missouri Wing Cadet
Encampment; two of which served on the staff.
The squadron has been active in bringing CAP to the community with the Public Affairs
Officer giving presentations to 4 different groups this year, along with a presentation at the Open
House. TRLCS was one of three squadrons in the Wing that gave a flight to elected officials,
Sheriff and Chief Deputy, in 2013

The Squadron has promoted 16 officers and 7 cadets during the year; Colonel Mark
Lenneville received the Chaplain Colonel Designation which was presented to him at the 2013
Wing Conference by Colonel Williams. Seven of our officers have accepted additional
responsibility with the Group and Wing.
Captain Gary Lewis was the Grand Marshall for the Branson West Veteran’s Day Parade
in November and Chaplain Lenneville lead the gathering in prayer.
A total of 14 members (11 officers and 3 cadets) attended the 2013 Wing Conference at
which Captain Mike Cooper and Captain Lanna Fletcher videotaped the entire conference.
Squadron 147 is the 1st squadron in the Wing to have fully functional HF
communications long range antenna on the van, thanks to Captain Major Martin, Captain Lewis
and Lt. Warren.

NARRATIVE
INTRODUCTION
The Bootheel Composite Squadron meets at the Malden Airport located in Malden, Missouri.
The meetings are held every Monday from 1800 to 2000 local. Every quarter the squadron meets
on a Saturday and holds a special event such as aerospace education or fundraising. 2013 was a
transition year for the Bootheel Composite Squadron. 2LT Bryan Hubrecht assumed command
from Capt. Glenn Haynes in November of 2013.
SQUADRON ACTIVITIES
Two fundraisers were held by the squadron, in the form of pancake breakfasts that also gave
opportunity for local media coverage and resulted in a new cadet member. MO-151 had one
cadet graduate form the Missouri Wing Summer Encampment. Two cadets participated in Fort
Leonard-Wood Rocket Symposiums. Three members of the Bootheel squadron attended the
Missouri Wing Conference. 2LT Hubrecht attended TLC and UCC, as well as participated as a
tactical officer at the summer encampment.

Missouri Legislative Squadron

Lt. Col Randy Fuller

Narrative
Missouri Legislative Squadron, MO-999, was started on 20 SEP 2007. The charter member was
Representative Joe Aull (D) of Marshall, MO. The Squadron commander, appointed by Col
John Mais, then MOWG/CC, was/is Lt Col Randy Fuller. The unit has enjoyed the membership
of many distinguished legislators to include Speaker of the House, Tim Jones, Gov. Matt Blunt
and Lt. Gov. Peter Kinder. Today, the membership consists of some 220 members. The
membership is comprised of legislators, legislator assistants, House Chaplain and other statewide
elected officials.
LtCol Fuller joined CAP in February 1988 and became the unit commander of River City
Composite Squadron, MO-084. He served in that capacity until 2000. From 2000 to 2007, he
held many various Wing staff positions. Today, he not only serves as MO-999/CC but also
serves as the Legislative liaison, National Guard liaison and assistant director of emergency
services.

Chapter VI: Wing Activities
Missouri Wing provides many different activities for it members this year. Aviation Day
is the Wings Annual Legislative visit. Here members from all over the state visit the Capitol
Building in Jefferson City to discuss Civil Air Patrol and its contributions to the community. The
highlight of the year was the Missouri Wing Annual Conference and the Annual Banquet and
Awards Ceremony. This was held in Lake of the Ozarks, MO. North Central Region Commander
Colonel Todd was able to attend this event.
