INTRODUCTION OF UNIT STAFF & BRIEF UNIT NARRATIVE
The Puerto Rico Wing has its origins from the General Order 16 dated 15 November 1949, from
HQ & HQ SQDN, CAP-USAF that stated: "Under provisions of Air Force Regulation 45-11, 11
January 1949, and pursuant to provisions of letter, Department of Air Force, subject "Activation
of Puerto Wing, Civil Air Patrol" dated 23 Sep 1949, 52nd Wing of Civil Air Patrol, to be known
as Puerto Rico Wing, Civil Air Patrol is activated at SanJuan, Puerto Rico, effective 0001 22 Nov
1949". As the last wing activated in Civil Air Patrol and the only one established at the Caribbean,
the Puerto Rico Wing has effectively perform its duties emuling the CAP Core Values with
outstanding results.

SUMMARY NARRATIVE OF MAJOR ACTIVITIES
Chapter I

OPERATIONS

Search and Rescue
FROM JUNE 25 TO JULY 1, A BASIC GROUND SEARCH & RESCUE (G-SAR) ACADEMY
WAS CONDUCTED IN CROEM, MAYAGUEZ, P.R. TO QUALIFY TRAINEES IN A
VARIETY OF EMERGENCY SERVICES SPECIALTIES.
ADDITIONALLY, A RANGER SCHOOL WAS HELD DURING ON JULY 10 TO 16 IN
FAJARDO, P.R. THIS ACTIVITY RECEIVED THE PARTICIPATION OF MEMBERS FROM
THE U.S. VIRGIN ISLANDS UNITS.
Disaster Relief
THE OPERATIONS EVALUATION CY 16 WAS GRADED AN OVERALL "EXCELLENT"
FROM THE CAP-USAF SELR/CC ON 10 SEPTEMBER 2016. THE DISASTER RELIEF
EVALUATION CONSISTED OF PUERTO RICO HAVING EXPERIENCED A HURRICANE
CAUSING EXTENSIVE DAMAGE AND LOSS OF LIFE.
PUERTO RICO WING WAS TASKED WITH DISASTER RELIEF IMAGERY REQUESTS,
SEARCH AND RESCUE MISSIONS, AND TIME-CRITICAL MEDICAL TRANSPORT
MISSIONS. THE PRIMARY MISSION BASE WAS LOCATED AT USCG AIR STATION
BORINQUEN, AGUADILLA, PUERTO RICO. WING PERSONNEL FOUND ONE (1)
MISSING AIRCRAFT, COMPLETED ONE (1) TIME-CRITICAL MEDICAL TRANSPORT
MISSIONS, AND SUCCESSFULLY DELIVERED TIME-SENSITIVE IMAGERY OF ALL
DESIGNATED TARGETS.

AEROSPACE EDUCATION

Internal Aerospace Education
THIS PROGRAM HAVE BEEN DEVELOPING ACTIVITIES TO HELP SUBORDINATES
UNITS TO IMPLEMENT AN EFFECTIVE AE PROGRAM IN THEIR AREAS. MENTORING
IN THE REQUEST AND USE OF STEM KITS AND COMPLETION ITS REPORT.
ADDITIONALLY, THIS OFFICE HAVE ENCOURAGED THE COMPLETION OF
AEROSPACE EDUCATION EXCELLENCE AWARD.

CADET PROGRAMS

Cadet Programs
THIS OFFICE IS ONE OF THE MOST IMPORTANT IN THE WING. THROUGH
MENTORSHIP AND ADVISORY HAS ENCOURAGED CADETS TO ACHIEVE THEIR
CADET PROGRAM MILESTONE AWARDS AND PARTICIPATION IN LEADERSHIP,
AEROSPACE, STATE AND COMMUNITY ACTIVITIES.
THIS CY 16 SCHOLARSHIP – COL CLARA LIVINGSTON GOOD CITIZEN AWARD
COUNTED WITH NO RECIPIENTS THIS CALENDAR YEAR. THE COLONEL CLARA E.
LIVINGSTON GOOD CITIZEN AWARD IS A WING LEVEL EDUCATIONAL
SCHOLARSHIP NAMED AFTER AN AVIATION PIONEER, CAP MEMBER AND FORMER
PRWG COMMANDER. THIS SCHOLARSHIP IS EXCLUSIVELY FOR PRWG CADETS
WHICH AWARDS $1000 TO FOUR CADETS EACH YEAR. THE CADET MUST
DEMOSTRATE CHARACTERISTICS OF LOYALTY TO NATION, STATE, COMPANIONS,
FAMILY AND FRIENDS. THE CADET WILL APPLY FOR THE AWARD TO ADVANCE
THEIR PREPARATION AND TRAINING FOR ANY FIELD SUCH AS FLYING,
PROFESSIONS, ACADEMICS, BUSINESS OR MANUAL ARTS, OR FOR TRAVEL
DIRECTED TO AN EXPANSION OF HIS OR HER HORIZONS.
CADET HONOR SOCIETY (CHS) – THE CADET HONOR SOCIETY IS A WING LEVEL
AWARD THAT RECOGNIZES PERSONAL EFFORTS AND ACHIEVEMENTS OF THE
INDUCTEES. SUCH RECOGNITION IS A SOLID SIGN OF THE CADETS’ ACADEMIC
DISCIPLINE, CHARACTER AND COMMITMENT IN BOTH SCHOOL AND CAP. THE
PURPOSE OF THE CHS IS TO DISTINGUISH OUTSTANDING CADETS
DEMONSTRATING EXCELLENCE IN THE AREAS OF ACADEMICS, LEADERSHIP, AND
AEROSPACE EDUCATION. THE INDUCTEES WERE: CADET MSGT ANGELYMAR
SÁNCHEZ (PRWG-CHS-007), C/LT COL. IAN J. GONZALEZ-MUNOZ (PRWG-CHS-008),

COMMUNITY SERVICE PROJECT AWARD – THE PRWG COMMUNITY SERVICE
PROJECT AWARD IS A WING LEVEL AWARD THAT CONSIST OF GENERATING ONE
OR SEVERAL ACTIVITIES IN A 12-MONTH PERIOD WHICH CONTRIBUTES OR
BENEFIT AN ORGANIZATION, CHARITY OR COMMUNITY TO IMPROVE THEIR
QUALITY OF LIFE, CIRCUMSTANCE OR SIGNIFICANT PROBLEM. THE AWARD
RECOGNIZES AND HONORS SQUADRONS WHO MAKE VOLUNTEERISM AND
COMMUNITY SERVICE A WAY OF LIFE. ONE WHO EXEMPLIFIES THE BEST IN
VOLUNTEERING, A SENSE OF CARING AND RESPONSIBILITY FOR OTHERS THAT
CONNECTS CITIZENS AND SOLVES COMMUNITY PROBLEMS. THE AWARDEE IN
THE GOLD CATEGORY WITH MORE THAN 100 HOURS OF COMMUNITY SERVICE
WAS MUÑIZ ANG BASE CADET SQUADRON (PR-126).

Cadet Activities
WING ENCAMPMENT – SUMMER LEADERSHIP ACADEMY IS AN ANNUAL SUMMER
ENCAMPMENT WHERE CADETS ACQUIRE THE TOOLS NECESSARY TO DEVELOP
THEIR LEADERSHIP SKILLS, INVESTIGATE THE AEROSPACE SCIENCE
FOUNDATIONS, COMMIT TO A HABIT OF REGULAR EXERCISE, SOLIDIFY THEIR
MORAL CHARACTER AND AT THE SAME TIME THEY WILL BE EMPOWERED WITH
LEADERSHIP. THE VISION FOR THE SLA IS AN IMMERSION INTO THE FULL
CHALLENGES AND OPPORTUNITIES OF CADET LIFE. PHYSICAL AND MENTAL
SAFETY WILL BE THE FIRST CONSIDERATION OF ALL MEMBERS. THIS CY 16 THE
SLA WAS CONDUCTED FROM 17 JULY THROUGH 23 JULY 2016 WITH ONE THE
BIGGEST PARTICIPATION WITH 138 CADET STUDENTS GRADUATES, 21 CADETS AS
CADRE, AND 18 SENIOR MEMBERS AS STAFF.
