CHAPTER I: INTRODUCTION
The Southeast Region stands as one of the largest regions serving the Civil Air Patrol, and
concurrently is one of the most active regions as well. This report illustrates the contributions of
the Hq element to the successful operation of the Region.
Hq SER was active in all three core missions: Emergency Services, Aerospace Education, and
Cadet Programs; and provided command and control for SER wings supporting the Air Force, the
United States Government, and region-wide state and local governments.
Hq SER is organized on the A-staff concept, with a DCS in charge of each A-staff division.
Activities and accomplishments described will be by A-staff division.

A. Director of Aerospace Education: Lt Col John Lynn
i.
The Southeast Region Aerospace Education mission continues to educate our
cadet and seniors on aerospace education and to reach out to the public through
public and private education at all levels.
ii.
The SER has a leadership position in aerospace education through the quality of
our existing program and our efforts to improve AE at both a region and national
level.
iii. SER established and helped staff the National Aerospace Officers School held
June 15-19, 2015 in Florida. That school is now in its 16th year and has trained
hundreds of AE officers in all areas of AE. SER DCS and AE staff help with this
school and help staff the event.
iv.
The SER has achieved the top scores in aerospace education at wing level in the
nation for most years in the last 13 years with Florida Wing leading the nation
most years.
v.
The SER has one of the few college graduate level aerospace education teachers
workshops with the University of Tennessee's AE Teacher Workshop now in its
22 year. That workshop is staffed by CAP AEO's and is serving as an example of
a college credit AE workshop for the nation.

B. Director of Cadet Programs: Lt Col Margarita Mesones-Mori
Cadet Conference: The 2015 Cadet Conference was located at the Dolce
Hotel and Resort in Peachtree City Georgia and had approx. 50 cadets in
attendance. Below is a list of the cadet seminars:
ii. DDR Class: hands-on drug demand reduction activity
iii. ROTC & Service Academy Preparation and Application: seminar answered
questions about applying to the different military academies and ROTC.
iv.
CAC Meeting: Region CAC at their quarterly meeting. Open to the Public.
v.
The New Encampment Scholarships & Curry Blues Program: about the how
CAP and financially help get cadets to encampment and provide them with a
blues uniform.
vi.
Introduction to ES and the changing Roll of CAP in ES: Information on how
ES is evolving and how cadets can contribute to this important mission.
vii.
Ask The Commander: Open forum for cadets to come meet and ask your
Region Commander questions.
viii. Cadet Opportunities Outside the Unit: Information on what activities and
opportunities are there outside your weekly squadron meeting.
ix. Hazards of Social Media: Use Facebook or any of the other social media
tools in a professional manner and how to maximize their usefulness.

Region Cadet Competition
i.
SER Cadet Competition held in Marine Corps Logistics Base Albany, GA.
on 23-25 October 2015.
ii. Had 4 Wings represented and a total of 7 teams: Alabama (2 teams), Florida
(2 teams), Mississippi (2 teams), Tennessee (1 team). (see attached for
details)
iii. The 2 top teams went on to represent SER at the National Cadet
Competition and place 1st and 2nd Overall (see attached for details).

i. Revised the Region Communications Plan and submitted it as required.
ii. Processed the annual inventory within the time requirement.
iii. Staff participates in all HF National, Region and Wing nets and assists other
Regions and Wings with relays when required.
iv. All of the Communications staff members participate in a monthly
teleconference

vi. Processed required modifications and revisions to the ORMS program.
Requested all Wing DCs to process the ORMS program in the same manner.
vii. Established multiple PowerPoint presentations for training and for conferences.

x. Participate in and/or assist as ANCS on various VHF nets throughout the region.

SER A-6 INFORMATION TECHNOLOGY
Narrative Summary
The beginning of 2015 saw the completion of the server migration to an updated server. This
upgrade included moving from a quad core to an eight core system. With this upgrade, data and
code had to be moved over in a migration process. This migration process allowed the expansion
and reorganization of server files. For example, web content is not on a separate drive form
database content. These are technical updates that in short will speed up the responsiveness of the
sites as user traffic continues to increase. This migration was a large undertaking requiring server
months of coordination between the server provider and the IT team to insure a near seamless
transition.
The migration was also marked by an extensive update to the template used by the Southeast
Region and partner units. This update included the latest web interface that utilizes responsive web
design (RWD). Responsive web design is an approach to web design aimed at crafting sites to
provide an optimal viewing and interaction experience—easy reading and navigation with a
minimum of resizing, panning, and scrolling—across a wide range of devices (from desktop
computer monitors to smart phones).
As part of the update, the Southeast Region History and Archives website was also updated. These
updates required a major backend update for seamless RWD features to work appropriately.
Students attending the Southeast Region Staff College now have available to them a site that will
allow them to research matters of the Civil Air Patrol in a means to further understand and

appreciate the organization. The site also allows for a repository of information that can be
reviewed as a matter of interest, preservation, decisions making, and accountability. At the request
of the commander, several additional categories were added to the archives to account for all high
level achievements attained by members within the Southeast Region. Material from the previous
site continues to be moved over. Lt Col Richard Mulanax, Southeast Region Historian had been
briefed and trained on the site in November 2014.
In October 2014, Maj Jeff Carlson, Southeast Region Director of Public Affairs requested that
some updates be made to the Southeast Region Online News System. I agreed with the need for
the updates, however could not begin the update process until after the server migration, responsive
web design updates, and archives were completed. Maj Carlson revisited the topic following the
region conference. He stated that a cadet had mentioned that although the system was terrific, it
appeared outdated. The remarks were timely. I was a week later the month long update to the code
was updated. This update included a modern aesthetic, responsive web design, and additional
guidance for authors to insure correct submissions. Maj Carlson was pleased with the updates and
region wide syndication of news articles continued.
Following up on an effort that started in late 2014, Capt Marian Motyl-Szary, Florida Wing
Director of Information Technology, was approached regarding the transfer of Florida Wing unit
sites from the original platform to the new platform. This transfer was necessary as we realized
that a unit sites management system would be best created for each individual wing rather than
one system. Capt Motyl-Szary would continue the transfer process over the summer.
With the passing of command to Col Barry Melton came an expectation of change and interaction
for Information Technology. The new commander was briefed and trained in the use of all systems.
He was also briefed in the long term strategic outlook of Southeast Region websites and its relation
to National Headquarters desires for uniformity. Fortunately for the Southeast Region, a project in
site uniformity was already well in the works before national’s announcement. However, the
design desired by national was not as clear as IT teams would want as discussions continued about
the appearance. Col Melton was pleased with the current status and future plan for the Southeast
Region’s online presence.
As part of the Region Commander’s plan for staff continuity, Lt Col Margarita Mesones was
appointed as the Deputy Director for Information Technology. She was briefed on all aspects of
the IT plan and associated systems. Col Mesones also completed her master rating in IT. She
quickly fell in the role of administering online content to include calendar submissions and staff
pages. She also took on the responsibility of administering emails and conduct staff training related
to IT.
In preparation to the close of the fiscal year, Col Melton requested a change in current organization
of the Southeast Region staff. This request was coordinated with IT in order to have the website
restructured from the A-staff organization to a more CAP traditional staff organization. To
coincide with the commander’s announcement, the website updates were completed just prior to
the formal staff announcement. In conjunction with this change also came a request to change the
Southeast Region shield to a new design by the preceding commander Col Alvin Bedgood. The
design was graphically enhanced and formalized to include and exact color code. This was
represented to Col Bedgood for his blessing as designer, to which he approved after a few
modifications. All web references to the Southeast Region was updated to incorporate the new
shield design in time for the commander’s announcement.
With the updated work on the website, the unit sites management system, and online news system
became a need to update all related publications. In November of 2015, SERP 101, Content

Management System User’s Guide and the SERP 103, Unit Sites User’s Guide were completed
and published. They followed the completion of the SERP 102, Southeast Region Online News
System Guide that was completed a few months earlier.
As the primary and accessory websites updates were completed, the focus turned towards sites for
the units…
The new Alabama Wing commander, Col Bret Lewis requested assistance with updating his wings
website to conform to the Southeast Region’s template and system. With close coordination
between the wing’s staff and the regions IT team, the transition began. Several backend issues
from the old site became apparent as still being in use as reports came back into the wing
commander that they were no longer accessible. Additionally, the Wing Emergency Services
School (WESS) site needed high priority in the transition since upcoming schools were in the
works. This required the IT team to place considerable time, effort, and focus in completing
Alabama Wing’s needs. In a few weeks, the WESS site, Alabama Wing site, and Alabama Wing
Units Management Sites were created. Additionally, the email server was transitioned to Google’s
non-profit services. The WESS staff was briefed and trained on their new site. The response from
Lt Col Michael Long, School Director was positive. The Alabama Wing website went live 1
January 2016 to complete the year.
Shortly after the Alabama Wing’s Unit Management Site was completed. This meant that Alabama
Wing became the third wing in the Civil Air Patrol to have all units on a uniformed web application
following Puerto Rico Wing and Florida Wing respectively.

Attended SER Conference and Instructed Recruiting and Retention Workshop
at 2015 SER Conference in Peachtree City Georgia.
Created Southeast Region Recruiting and Retention Facebook Group Page to
raise awareness of recruiting activities in the SER.
In process of creating an ongoing file of recruiting aids to be used by
recruiting officers. Files created to date and inserted into the RRO FB Group
File Base include a RRO Officers Squadron Checklist, Multiple Squadron
Flyer Template, and listings of upcoming Recruiting Opportunities.
Submitted proposal for an ongoing “Top Recruiter” program to include each
wing and PRWG Group11 (VI Squadrons), to recognize both senior and cadet
top recruiters with standings based on both recruiting and retention
achievements.
Completed ICUT Training and Evaluation; September 24, 2015.
Sent out Monthly Prospective Member Report to each wing in July, August,
and September; August report included a link with the names and locations of
each university and college within the wing to be used as a recruiting aid;
September report included a membership report that included each wing.

The history division at Southeast Region Hq has been actively involved at the NHQ level in
the area of strategic planning and development. We have worked closely with National
History staff (the SER Historian is ADY at NHQ) in determining the status of the overall
program, development, and implementation of a stronger-level of unit participation. The
events of the 75th anniversary planning have been of preeminent importance throughout
2015, and have therefor required much communication at the national=level where the SER
and participation of wings in meeting suspense dates, and producing quality work has been
recognized. The SER Historian projects a stronger need for assistance in the future to
produce a viable and active history program at the region-level.

A program established to provide vehicle custodians a means to which they

E. EVENT TITLE – Southeast Region Conference
i.
During the conference a special Logistics Class was presented with eight
personnel in attendance.
ii. Three of the four Region A-4 staff were in attendance along with eight
personnel from the different wings throughout the region.
F. EVENT TITLE – Televised Logistics Class for Wing Personnel
i.
This class was presented by Lt Col Bruce Sage to all Wing Logistics
personnel. The class covered “How to prepare and complete the Annual
Equipment Re-Validation in a timely manner”. Of the six wings, four were
represented. In addition, there were several visitors who sat in on the class.

G. EVENT TITLE – Annual Equipment Re-Validation
i.
The Annual Equipment Re-Validation kicked off on 1 October and all six
weeks and the region was completed the on or before 30 November.
ii. This is the third straight year that all the inventories have been completed
before the expected completion date of 31 December.
iii. This milestone enabled the Southeast Region to finish second among all the
regions in CAP.
H. EVENT TITLE - New Vehicle/Log Book
i.
With the issuance of the new books every Region Vehicle Custodians has the
same information organized for easier book maintenance and continuity.
I. EVENT TITLE – Equipment Turn-In Talking Paper
i.
This talking paper establishes procedures for equipment turn-in through a
local vender instead of preparing special forms and doing the turn-in through
DMRO.
ii. With these procedures less time and paperwork is required but the same
accountability can be maintained.
iii. This paper has been warmly received by CAP/NHQ/LG and if adopted can be
utilized by all seven regions in CAP.

The 2015 Southeast Region Chaplain Corps Staff College was led by SER/DHC, Lt Col,

function as Mission Chaplains in mass casualty situations. Southeast Region Commander,
Colonel Alvin Bedgood was present to lead us in real world situations i.e. hurricanes,

population. Southeast Region ’15 was conducted the first week in August by Ch, Lt Col,
